Chauncey Yellow Robe and Carlos Montezuma were considered to be progressives in regard to Indian policy. Having the seemingly contradictory positions of advocating nearly total assimilation and still valuing and taking pride in being an Indian did not seem to bother them. Montezuma even moved close to saying that the Indian was in fact the superior race. Chauncey continued to work in the very same Indian School system he and Montezuma criticized. As the nation moved closer to the second decade of the twentieth century, they would find themselves disagreeing about Indian participation in World War I. Chauncey proudly proclaimed Indian patriotism and pointed out that Indians were being assimilated while many Europeans chose to keep their native culture and even language. Perhaps sarcastically Montezuma said that it might be a good idea to gather all Indians and then admit them to the United States as immigrants. The Indian policy of the federal government was nearly as complicated and convoluted as were the ideas of Indian progressives.
